      Accelerate development and optimize the system layout. Integrate museum resources in the Yangtze River and Yellow River National Cultural Parks (Sichuan section), the Chengdu-Chongqing region, and other areas; promote the construction of "Museum City," "Museum Town," and "Museum District" in eight cities and prefectures including Chengdu and Liangshan; promote the creation of world-class museums with Chinese characteristics such as the Sanxingdui Museum in Guanghan, Sichuan; expand and renovate comprehensive museums at the city (prefecture) level; achieve "one county, one museum" at the county level; encourage universities, various industries, and related enterprises to establish museums; encourage local governments to support the sustainable development of non-state-owned museums through government purchase of services, project subsidies, awards instead of subsidies, and preferential provision of venues; and promote the construction of a number of contemporary theme museums reflecting Sichuan's construction achievements.
      Consolidate the foundation for development and enhance service efficiency. Enrich collections in seven thematic categories, including science and technology, modern and contemporary art, and agricultural cultural heritage; support the collection of artifacts reflecting the world's diverse cultures; advance the digitalization of collections; strengthen the conservation and restoration of cultural relics in 12 categories, such as calligraphy and painting, ancient books, and bronzes; promote smart services, smart conservation, and smart management in museums; drive the research, development, and application of museum-related products and technical equipment; improve the level of curation and display utilization of collections; strengthen the construction of a long-term mechanism for museum education; build a museum communication system that integrates online and offline channels; encourage museums to leverage their resource advantages to actively participate in cultural and creative product development and promotion through cooperation and licensing; enhance international exchanges and cooperation on cultural relics, and advance the goal of "telling China's story with an international voice."
      Innovate institutional mechanisms to unleash development vitality. Deepen the reform of "delegating power, improving regulation, and upgrading services" in the museum sector, enhance museums' autonomy in personnel management, professional title evaluation, assessment and recruitment, and post setting. Encourage inter-museum collaboration through industry organizations, museum alliances, and the branch museum system. Explore pilot reforms for the separation of ownership, collection rights, and operational rights of state-owned museums. Strengthen reward policy support for high-level museum talents and major projects. Develop and expand the ranks of museum friends and volunteers. Encourage social forces to participate in museum exhibitions, education, and cultural and creative product development. Promote cross-industry integration of museums with education, science and technology, tourism, commerce, media, design, agriculture, forestry and grassland, and industry.
